Job Description
The City of Morganton is seeking a dynamic and experienced Water Resources Director to join the leadership team to manage the planning, organization, and management of our Water Resources Department. This includes oversight of administration, water and wastewater treatment plants, and the city’s water distribution and sewer collection systems.
This position plays a key leadership role in ensuring the City’s water and wastewater systems operate efficiently, safely, and in compliance with state and federal regulations. The Director will advise the City Manager and Council on long-range planning, system capacity, infrastructure investments, and regulatory compliance strategies. The City is currently completing its 25-year asset management plan and complementary rate study.
 
Key responsibilities include:
  • Lead, mentor, and support department staff and division superintendents to achieve operational excellence.
  • Provide exceptional service to customers, the public, and internal departments.
  • Develop and manage departmental budgets and monitor financial performance using MUNIS software.
  • Oversee and plan for regulatory compliance for all water and wastewater facilities and systems.
  • Plan and implement capital improvement projects for water, wastewater, distribution, and collection infrastructure using the asset management plan.
  • Analyze and report on system performance, rates, revenues, and usage trends to guide strategic decisions.
  • Represent the City through participation in professional and regional organizations, including the Catawba-Wateree Water Management Group, Drought Management Advisory Group, and NC League of Municipalities Regulatory Action Committee.
 
Ideal candidate:
The successful candidate will have strong knowledge of water and wastewater treatment, distribution, and collection systems, and the related state and federal regulatory requirements.   The position requires excellent communication, project management, and organizational skills.   The ability to analyze complex data, solve problems, and present findings clearly is essential as is the ability to work both independently and as part of a team.
Qualifications:
Bachelor’s degree in Biology, Life Science, Civil Engineering, Environmental Science, or a related field and five (5) or more years of directly related experience, preferably in a municipal water or wastewater environment, with at least one (1) year in a supervisory or management role.  Experience with budgeting, financial reporting, and personnel management preferred.   An equivalent combination of post-secondary education and progressively responsible administrative experience will be considered.   Candidate should possess Grade A Surface Water Certificate and/or Grade IV Pollution Control System Operator Certificate.
 
 
Anticipated hiring range is $100,000 - $130,000 with starting salary commensurate with qualifications and experience.
